		<description>its a start, though i am not sure those steps will do much to curb the tide.
a 5 year mortgage? funding for research? salaries may be up to par with those in the sub-region but the cost of living in Zambia wipes that out. my other issue as with all the things Govt says is, i understand the points, but they r too vague, how r they going to implement them. the devil is in the details.</description>
